Engine sputter ignition related?

Default Engine sputter ignition related?

1992 Thunderbird 5.0, sometimes engine was sputtering and bogging when punching it as if trying to pass. My turn signals and fan weren't working at times either, then I discovered the ignition doesn't return all the way back after starting. If I turn the key back slightly, the turn signals and fan work, engine doesn't sputter when the key is in the right spot.

I bought a new ignition cylinder/key, same problem. Its as if the inner part of the ignition where the cylinder goes into is worn and gives the key/cylinder too much play.
What gives the key the spring return? Has anyone seen anything like this?
