Are you sure the flywheel has the correct # of teeth on it? Some can be the same diameter but have smaller teeth so it wont mesh up with the starter. Or it could have the same tooth pattern and be a tad bigger/smaller. This would be my first guess if it did this from the begining.You might check the surface where the starter bolts up to and make sure it mounts flush against the hole and that the bolts are tight.
