Ford 500 A.C Problem. Plz help

I really do appreciate all the time and research you've done for me. When you say Instrument cluster you do mean (Tach, mph, odometer etc..) I am not dumb it's just such an odd thing to be relayed to the A.C not working. Lol. But I've read similar threads about the ICM. The climate control panel and the Instrument cluster are the ONLY 2 things NOT checked. Now that I know the color trace for the wire I will get into that later after work.

I traced the TAN/BLACK wire from the Istrument cluster to the A.C control panel. I checked for continuity and it's good. Then I checked for voltage. In the Run/ON ignition position i get 10.41V from the ICM and the A.C CONTROL PANEL. As soon as I turn the A.C switch ON I loose voltage to only 0.02V.

There is NO continuity between 85 and 3 on the relays. What does that mean?

I am sorry there IS continuity between 85 and 3 when ON.
