No Dash A/C; Rear Ice Cold

No Dash Air Conditioning; Rear A/C Ice Cold
I'm having a problem with my dash (front) A/C on my 2004 Ford Expy. The rear zone pumps out ice cold air no problem. Front zone only gives ambient air, as though only the fan is blowing, but has no access to the cooled air.
The blend door and actuator seem to be working fine, as I don't hear any clicking and can hear the door moving.
When you switch to heat the air gets very hot; switch it back to A/C and you get ambient temp air. The air temp does not change when A/C is on or off.
Any advice?

Update
NOTE: upon further investigation I have found 2 orphan wires coming from the expansion valve (behind the body control module under the hood). Please see the attached photo which has a yellow line at each of the wires and a red line to the expansion valve.
If you know where these wires should be going please let me know. Any other Expy owners; if you could check your expansion valve to tell me if you have the same wires not connected to anything, that would be great.
