Timing help with 1.9 l

Default Timing help with 1.9 l

Ok got a 1996 1.9 that died and had to be towed in after g replacing tons of parts that was not needed found it to be out of time
Installed a new belt and tension er aligned tdc and marks then after turning the engine belt aparears to be slipping timing marks are off. redid this 6 times and it still does it, it is the correct belt for the pulleys
any ideas where to go next?

From what I could determine it is not an interference engine. Sooo , I would get that #1 piston up to TDC and the cam to the position where it's timing mark is supposed to be then if the timing marks are ok look for another tensioner. If not are we sure the crank pulley isn't moving around?
