Default Windstar turn signal-again

Vehicle is a 2000 Windstar with 150K on the clock.
Sorry to test your patience, I know you've seen a bunch of these but a thorough search here has not helped.
The problem: Left turn signal won't blink, flasher noise is rapid. Hazard flashers blink (except left ft. corner)- also rapidly.
Checked or replaced (using a Haynes manual): Bulb at left ft. / tested socket and voltage present / all relays in box-no change / MFS on steering column.
Reading elsewhere on the web, I learned (if I'm correct) that the MFS sends signals to an "SJB" (Smart Junction Box) which then directs signal to the appropriate corner or area. From 30 years ago I remember cars had a simple metal can which was the flasher, plugged into the fuse block. If it died, you unplugged it and plugged in a new one. No such luck now.
The Haynes I have doesn't identify such a part (SJB). Further-the "relay box" they show has a different array of relays then my van. They show 4 across and 4 down the right side. Mine has 2 rows of three, one above the other.
I've searched on-line parts places for the SJB and nothing comes up.
I'm starting to think that what I'm calling a 'relay box' (with the small fuses below) might be the smart junction box. The only other thing I did find was the 'Turn signal Relay" seen here:

I'm trying to visually identify the parts and can't find this relay under there. The clicking noise does sound like it comes from somewhere other than the relay box.
Sorry for the long post but any diagnosis or part ID help from you techs is greatly appreciated.
Very frustrating when the manuals for your year don't illustrate your layout.

Go to www.fleet.ford.com and click on the maintenance tab. Then click on owners manuals. Enter your information and download manual. Go to roadside emergencies and look for fuses and relays. I have attached a partial wiring diagram. There are 2 relays in the Battery Junction Box (fuse box under hood) that control the signals.

Thank you for the link and diagram. I had previously checked the #11 fuse and it was good. Will study your advice and info about the relays.
