Yes, this is a "common" problem with the Windstar (watch i.e. on YouTube), and supposedly an "easy" fix (unless you buy a new/used cluster which supposedly has to be programmed to match the vehicle because of the theft system).
The fix I was told is to take the cluster out. On the back side, there are 2 circuit boards, 1 larger and 1 smaller one. Supposedly you can already see that some of the soldering points are cracked.
Take it to a TV shop or similar and have them re-solder these points (might to do them all). I was told that fixes the issue.
When mine go nuts (I have not done this fix yet), I pound on the dash above it and that fixes it. My rpm gauge always stays at around 2,500 rpm when I turn off the car.
Sometimes the CEL, TPS and brake light come one. Turning off the car and restarting helped.
