lighting issue

Angry lighting issue

I have a 2001 Ford Windstar. It used to be my everyday driver until I got a company van and now I drive it maybe once a month. I started it up this weekend and picked up some lumber in it when I got back I noticed my taillights were still on after I shut the van off. My lights were also off and so was the battery. I got back in the vehicle turned the key on and back off and the problem was fixed. I later moved the van to its final resting place for the evening and went inside. When I went out to walk the dog this morning I noticed my tail lights were blinking very slowly. Like I had my hazards on but in slow motion. It was very odd so I opened the hood and pulled the battery cables off. Does anyone know what would be causing this?

It appears the "Rear Electronic Module" that controls the rear taillights has decided to operate on it's own without a request for the tail lights to be illuminated by the operator.
